Lowell was born in Nacogdoches on June 29, 1970. He graduated from Corsicana High School in 1988 and went on to attend Navarro Junior College graduating with an Associate's Degree, Baylor College with his Bachelor's Degree and completed his education at Texas Tech School of Law.
